Daniel J. Pilla literally wrote the book on sound taxation. He earns his living not by preparing tax returns but by defending people who already have been targeted by the IRS. The author of many books on taxes, he includes the following quote in his pamphlet for The Heartland Institute:
“Of all the powers conferred upon government that of taxation is most liable to abuse.”
